Fixed:
- With B&B on: always terrible lovin is now fixed
- 0% Inherit now gives all skills level 0 not 1

New:
- Required skill levels for teching rebalanced
- Required skill level for learning now 0 instead of 1
- Option to always get pregnant (mostly for testing)
- New time restriction 'School' which boosts priority for teaching and learning in the specifed timeslot
