v1.13- Eased up the penalty movement modifiers for steep terrain, as they were too steep.

1.13- Artillery rework- Explosive, normal and AP damages are now how they should be reflected in projectiles. I have dramatically lowered the explosive damages. Firepots have the highest and biggest explosion. They now have the highest flammability rating, for burning cities- because that is what they were used for. The do make pretty fair anti personnel bombs and create a lot of havoc. Overall, they do less damage than the other projectiles.

Standard round are for taking down walls they have overall higher damage and have an even split between normal and AP damage.

Flaming rocks were the hardest to get right. Since hot rocks will explode and cause more AP shrapnel, but they will have a smaller explosion and less flammability than a firepot.

I have had a hard time quantifying explosive damage. Overall damage is spread more evenly across the three areas and should keep all ammunition viable for a specific purpose.

Standard- for walls
Flaming rock for anti personnel, walls and troops.
Firepot - Anti personnel, and burning the MF down!

Found an error in Morale, exhausted troops had a 0 instead of -4 to morale, also upped the units loss penalty a bit. I also increased the rear charge morale penalty to -10. This should fix all the issues with morale.

I also did some more adjustments to the cohesion of frontal assault, and the flank assaults, it should be pretty good now!
