Added same ability check for MOCX soldiers getting abilities. This should hopefully prevent issues with abilities like Retribution?

(I have no idea what's causing the problem)

MOCX is now properly excluded from Rescue Straned Agents mission. (Accidentally set it to always be included, sorry Gruffle.)

Ranger should now use a more aggressive movement after run and gunning.

Odd/Odder/Oddest Explosive Protection now actually reduces damage, instead of *increasing* damage from car explosions.

The Resistance Op mission type "Recover Stranded Expedition" is now blacklisted from MOCX squads appearing on it, after receieving feedback about it.

Unified "Use Reaper" and "Use Melee While Under Reaper" targeting logic. (so they should always be meleeing if they decided to use Reaper)

Tried to rework evac condition so it probably checks enemy unit status to account for bleeding out, evac'd, etc.

The MOCX Sitrep should no longer have a chance on appearing on multiple Guerilla Ops barring extreme situations (ie you've been avoiding MOCX missions for over a month)

Reworked Ranger AI to use WasLastAbility conditions. This should make reaper melee usage more consistent, and let Run and Gun be more useful for them: Rangers should now be inclined to make aggressive moves if they just used run and gun instead of wasting it with potential kill shots.

MOCX MECs now use proper icon.

Assault MOCX HQ is now clearer about expected MOCX opposition.

Reclaimed units are now allowed to retain ADVENT sounding names.

Intimidate now obeys effect exclusions: a MOCX MEC should no longer be able to intimidate if it's been frozen, stunned, etc.

Guerilla Ops should now be properly updated when the mod checks whether to add MOCX: "surprise" MOCX appearances on other missions should no longer be a thing.

Changed how Psi Agents use Inspire.

Due to how the game works, AI units that already acted won't act again even if they gain action points later. The behaviour for Inspire has thus been altered so the Psi Agent will only use it on units that have yet to use action points.

Reclaimed have a height preference for moving now when flanked.

Ever Vigilant should now properly apply when rolled by a MOCX unit.

MOCX SMGs now hold four rounds and have a longer engagement range.
