Updated reward check: it should now properly stop itself from creating multiple faction hero covert actions for the same faction if one already exists (ie so your first contacted faction shouldn't hog all the covert actions for this reward until you finally get an extra hero from them)

Also modifies the covert action to take into account already running covert actions, to fix an exploit involving very careful timing of the covert action.
