Just posted a major update. I fixed basically everything that I wanted to have done better on rebellions, including:
-Planets will now no longer join other empires straight away, but will have to fight you first with that empire (unless the other empire is a federation, as this would have brought all the federation members into the war without asking them).
-Rebels will declare war on you (with their own war goal that gives them appropriate claims). This means your allies and overlord will help you against them.
-All rebel fleet spawns have been cut. For rebels of AFEs, subjects of AFEs and Protectorates, the spawn is set to half.
-Many minor bug fixes (e.g. "Free at Last" will disappear on planet transfer now... there were quite a few others, I can't recall them though).

The last few commits were all bug fixes, e.g.:
-Fixed one type of rebellion getting armies that didn't belong to them, with weird results
-Sorted out the patriot revolts so a) the localisations work properly, b) they won't happen for automatic wars with rebels (that's just weird), and c) the revolts caused by them have more sensible triggers
