Some more balance tweaks and minor fixes

-New French localisations thanks to Vilcoyote
-Some improvements to the hive/machine unrest events
-'Call of Liberty' can now only happen within 150 of a planet owned by the slave republic (i.e. I nerfed it).
-Some other small balance tweaks

-Balance tweaks to the machine and hive unrest events (made them way more likely to turn up as they could only have one, whereas other empires could have 5-6). Also made sure they couldn't turn up twice.
-Made certain unrest modifiers be % rather than an absolute increase, the rationale being that they shouldn't create unrest out of nothing.

-Reworked Vanilla events in the lead-up to revolts so that they no longer trigger when they would make no sense (e.g. authoritarian attraction in an authoritarian empire), and also so they trigger a bit quicker (especially if the planet has very high unrest) as they are now needed for revolts to happen (and not all 8 will be possible for a planet - max 6 but often fewer - so this was necessary anyway).
-Fixed a bug (and several potential bugs) in the revolt coding that might have been causing some bad errors
-Made sure that rebels definitely can't try to swallow themselves
-Fixed a missing localisation key
-Fixed the fix in the last update

-Added two new planet modifier icons, and made the gold pile one look a little better.

(This and the last one):
Mainly minor fixes:
-'Terror State' will now trigger correctly for machine empires (and everyone else that purges), not just to classical purgers. It also has stricter conditions (needs 75% of pop and >8 pops to be being purged).
-'Compact Empire' will no longer apply to gestalt consciousness empires as they have no happiness
-Stopped sow unrest from showing up on the error log (was a false positive anyway)
-Countries with no pops with happiness will no longer get crushing defeat events and modifiers
