Kaiserreich's Bill C-7 event chain is rather vague. In this relatively short guide I will describe the outcomes for Bill C-7 and a few other assorted events.

The Heir Apparent



'The Heir Apparent' if the event that launches after the focus 'The King's Speech' is taken. The various options are effects are as listed.

-The Prince endorses Bennett and the Exiles

Effect: You call the Canadian people to liberate the home isles. Syndie British, Syndie French, and Syndie Italian relations are promptly butchered even more, not that it matters much as you are already embargoed by them. CSA also gets a negligible relation modifier. Previously this route was okay as it cut down Liberal support and increased popularity of right-wing parties, however now it is just a poor choice considering the other options.

-The Prince listens to his elected privy councillors

Effect: You gain +60 PP, USA and Australasia get a +25 relation bonus with you due to a relatively liberal speech.

-The Prince announces his support for the Prime Minister

Effect: You gain 100 PP, however relations with the USA are damaged by -25 and relations with Australasia are impacted by -75.

-The Prince decides it is best not to commit to either side yet.

Effect: Nothing happens. Nothing whatsoever. A fan-favourite opener to a lazy Canada game.
Arming the Nation



Arming the Nation is the first step of Bill C-7. Arming the nation talks about the Canadian struggle of the first few years after the British Revolution and summarizes the various political and military reasons Bill C-7 is being tailored. Within this segment two options are available to be chosen.

-Have the Bill authored solely by the liberal party.
-Make Bill C-7 a Bi-Partisan effort.


Having the Bill solely authored by the Liberal party eliminates a large portion of possible options, reforms and policies from non-liberal parties.

On the contrary, making Bill C-7 a Bi-Partisan effort will allow other parties to pitch different reforms and policies the Liberal party would not have access to or consider to be too radical.

For future reference and to avoid confusion; all Tory, Nationalist and Loyalist reforms and policies will be marked with a (T/N/L).
The Future of Canada's Industry


-C.D Howe is a cabinet minister for a reason!

Effect in Bill C-7:
Newfoundland: +1 Building slot, +1 infrastructure
Labrador: +1 Building slot, +1 infrastructure
Nova Scotia: +2 Building slots, +1 infrastructure
New Brunswick: +2 Building slots, +1 infrastructure

Gain national spirit 'Howe's Plan' which grants (-25% Civilian to Military conversion cost, +20% Military factory construction speed).

-Compromise is an art old as politics itself

Effect in Bill C-7:
Nova Scotia: +2 Building slots, +1 infrastructure
New Brunswick: +2 Building slots, +1 infrastructure
Quebec: +1 Military Factory

Gain national spirit 'Compromise economic plan' which grants (+5% Factory output, +5% Production Efficiency Cap).

-(T/N/L)Side with the Tories, nationalize the economy

Effect in Bill C-7:
Quebec: +1 Military Factory
New Brunswick: +1 Military Factory
Gain national spirit 'Tory Economic Plan' which grants (+10% Factory output, +10% Production Efficiency Cap).
Re-Organizing the Army


-Conscript every able bodied male into the B-Class.
Effect in backlash events: -100 PP
Effect in Bill C-7: Will change the Conscription Law to 'Limited Conscription'

-(T/N/L) The Tories make a convincing argument for once!

Effects on selection: -100 PP
Effects in backlash events: -140 PP
Effect in Bill C-7: Will change the Conscription law to 'Extensive Conscription'.

-No Conscription! Better conditions for soldiers.

Effects on selection: +20 PP
Effect in Bill C-7: Gain national spirit 'Quality Training' which grants (Division Organisation: +10%).
Domestic Security


- No secret police! We're all Canadian and all in it together!

This option is disabled when you side with the Tories on the Economic plan and Conscription policies. When selecting it you get nothing immediately or in Bill C-7. It's quintessentially "I pass".

-St. Laurent is a good man, let him oversee the overhaul

Effect on selection: -60 PP, Louis St. Laurent [Market Liberal] becomes Security Minister with the trait of 'Silent Lawyer'.
Effect in Bill C-7: Gain national spirit 'St. Laurent Committee' which grants (-10% effects of partisans on us, +0.02 daily political power).

-(T/N/L)The Mounties always get their man, let's just make it easier

Effect on selection: -100 PP, Robert Manion [Social Conservative] becomes Security Minister with the trait of 'Silent Lawyer'.
Effect in Bill C-7: Gain national spirit 'The Mounties' which grants (-20% effects of partisans on us, +0.05 daily political power).

The final stage of Bill-C7, and the most important one.

Approving Bill C-7 will provide the bonuses of the options that were chosen. +100 PP will also be provided so when tailoring Bill C-7 100 PP can be seen as your spending budget. If it is passed the Liberals will remain the undisputed ruling party until the 1940 Elections.

If Bill C-7 is denied you will lose 60 PP and the Rideau Hall event will fire. All choices you made in Bill C-7 will not be applied.

-The Royal Rower belongs to the king and he wishes to exercise his Royal Prerogatives.

The King is given an opportunity to seize power, but how much power he grants himself can vary to changing the government to a Semi-Constitutional monarchy where the Monarch has a large amount of influence over the state yet being somewhat limited by a constitution, to him declaring an Absolute Monarchy; where virtually all executive, legislative and judicial powers are vested in the King.

This unlocks the focus Assert Royal Prerogatives.


-The King has lost confidence in the Liberals and supports Bennett.
-The King respects Canada's democratic process and supports the Liberals.


Alternatively, a snap election can be called by a thoroughly fuming Mackenzie King in which the Liberals can win again, or the Conservatives emerge victorious. The two listed options have the same outcome, the one that you choose does not do anything unique that the other does not provide.
Emergency Election Path



The Government Falls is the event that triggers an emergency election. The moment the event is accepted an election will be triggered exactly 30 days from that point.





Once the Election has actually fired the player will be presented with three options concerning the Election.

-The Liberals win!

Mackenzie King's Liberals will win the election. Mackenzie King appoint his preferred Ministers(The ones you start with): Himself as head of government, Lester B. Pearson as a Foreign Minister, C.D Howe as an Economy Minister and Ernest Lapointe as a Security Minister. +60 PP and the Liberal Party gains +20% popularity. Afterwards the King will congratulate Mackenzie King and the player will gain +60 PP.

-A Conservatives Win!

R.B Bennett's Tories will win the election. Bennett will appoint himself as the Head of government and Foreign Minister, C.D Howe as an Economy Minister and Louis St. Laurent as a Security Minister. +60 PP and the Tories gain +20% popularity. Afterwards the King will congratulate Bennett and the player gains +200 PP.

-A Tory and Social Credit coalition forms government.

A very strange and arguably bad choice. A right-win coalition wins the election, but nearly all the appointed ministers are not loyal to the ruling party. +60 PP, and the Tories gain 20% party popularity. Afterwards the King will congratulate Bennett and the player gains +200 PP.
The Royal Prerogatives


This event is the final move the King must make to gain a hold on power.

-Responsible Government shall be guided by the King.

The King grants himself more power, but not enough to be an Autocrat. The closest I could describe this would be a Semi-Constitutional Monarchy. The King has a large amount of influence over the State, however is minimally inhibited by a pro-monarch constitution. Democracy is maintained to an extent. The ruling party becomes Authoritarian Democrats. Mackenzie King remains the head of Government however the rest of the ministers are replaced by Authoritarian Democrat ministers. +20% Nationalist popularity.

-Responsible Government shall be lead by the King.

The other option is the King can change the government to an Absolute Monarchy, where all executive, legislative and judicial powers are vested in the King. No levels of Democracy are maintained. The ruling party becomes Paternal Autocrats. All ministers are replaced, three of them Paternal Autocrats with the Security Minister being Authoritarian Democrat. +20% Loyalist popularity.

This is all still relevent, right? Good lord this is complicated. So if I push for an imemdiate reformation under the Conservatives, I lose all the previously selected benefits for Bill C-7? Meanwhile if I let it pass, the Liberals stay in charge until the election at the least, but I can still oust them then?

I made the guide while Canada's new tree was leaked (Danube, Alps and Adria 0.4.5). Dismiss that part for now I suppose.

What version of the mod are you using? The version I am using does not have Royal Prerogatives. It only has abolish the parliment
