PBEM Balance for Empire Building Mod

Description
This mod makes the Empire Building Mod compatible with the PBEM Balance Mod from hilliadan and Zaskow. Currently it’s based on v1.2.8.

You need the PBEM and Single Player Balance Mod as well as the Empire Building Mod to use this mod.

Of course the additions from the EBM have most likely not the same level of balance, so I hope for suggestions to improve this. A further consequence of the combinations of both mods is that several changes from the balance mod - especially regarding hero development - are adjusted to the base game. So if I have the impression that the EBM addresses already an existing imbalance I might not include in addition the corresponding changes of the balance mod (to avoid overdoing it). But again, feedback is welcome.

v1.29 of the Balance Mod is mostly about hero skills. In the EBM hero skills have completely different dependencies, level requirements and sometimes even other effects than in the base game. So balance changes in skill costs can usually not directly be transfered. (It would require a seperate balance analysis for the EBM.)

When I start to play AoW3 more frequently again I might look into the exact changes and see which ones make sense for the EBM too. Without testing it could just make balance worse...

Update to remove bugs and solve conflicts with the current version of the Balance Mod (1.2.8).

Dreadnought hero is now fixed (the issue was actually the tooltip description not the skills, these are different from the ususal EMB upgrades for Dreadnought and listed in the Changelog tab).
Additionally, the new ability Force Field Generator Gear is implemented and replaces Mage Bane Armors.

@ strigvir: I couldn't reproduce your issue with Lesser Charm. During my test it got upgraded for Leaders (but not for Heroes as intended) through researching Bard tech. Similarly the Engineers of all races had the Tunneling and Build Road abilities. So it might be a conflict with another mod or it was an issue within the Balance mod that got already fixed.

Rogue heroes don't upgrade their Lesser Charm to normal one.

At some point PBEM added tunneling and build road abilities to engineers, but not all racial variations of them have these skills.

Another dreadnought issue: Physical Protection is available before Ironclad Baron II.

Thanks for reporting the issue regarding Dreadnought heroes. I'm pretty sure though that Necromancers have access to the same domain radius as other classes: Since the change they should get it through the Cathedral of Bones (that corresponds to the Hospital).

I am not sure if it was PBEM or EBM moving +1 domain radius from Observatory to Hospital, but that change means Necro gets 1 less max radius because I don't see the radius bonus on any of the bone structures.

Ok, I can take a look into the spells when I update it. In general though I don't think there are many conflicts between the mods, all the changes to items are completely compatible.

I have not run into any major issues as of yet. I am going through a medium playthrough of the Necromancer using the entire DasTactic collection.
There are some split Spells for the Necromancer in PBEM 1.27, but I think, they are linked to a single Hero Selection
