I think it's making the romans overpowered.

2. Everytime local rebels (whether an emergent faction or not) attack my settlement, even if it's a lvl1 town, I win every autoresolve. I demolished every possible building in Lybia and Egypt, and yet the rebels never win.
Maybe it's jsut me, but it seems that the AI doesn't calculate the probability of success right. Rebel armies suicide again and again, and probably the Germanics do the same, if the WRE is doing so well.
DeusBas, it doesnt replace, it adds extra units.
- makes the AI-controlled ERE survive longer
- makes it easier for player-controlled ERE to defend
- very simple and seems to work with the 1.5 garrisons mod
