Deus lo vult is an incorrect way to say it in classical latin. Deus vult is a litteral translation of "God wills it". Deus lo vult is a corruption of Latin's Deus vult. If anything, Deus lo Vult comes from the medieval Catalan language. But yes, they do technically mean the same thing.
