Description
Cleans up some errors with the Fosters Facade, makes it shinier and greatly improves how the item appears when painted.

Also has some similar (but less noticable) fixes for the tie, and makes it paintable.

(yes, GP-5 gas masks are shiny in real life - the one in TF2 isn't due to a typo in the VMT)


Cool technical bonus: The nice new phongmask isn't actually eating any extra resources, as making the tie paintable allowed me to get rid of the seperate Red/Blue textures.
