Riot Shield

Description
Adds manufacturable, equippable riot shields that absorb damage before it reaches the equipped pawn.

Shields are created at the machining table for 175 metal. Carrying a shield prevents a pawn from equipping two-handed weapons, and carries a 5% workspeed and -0.05 movespeed penalty.
