Syndicate Weapons

Description
Adds the Syndicate weapons from ss13 that were also apart of the alpha 15 syndicate classic mod, as per a request from some players who still wanted the weapons for A16 I've updated the weapons to work with A16 in this mod.

Balance Changes
I have changed a few things about the weapons, namely price and hit chances to compensate with merging them with the vanilla market and the removal of Blood Red Hardsuits. All weapons now have higher base hit chances, are much much cheaper and easier to purchase, can be found on vanilla raiders, energy swords are cheaper and can be found on tribals not just raiders, the double energy sword has had its price cut in half so you can now easily save up for one with a vanilla economy. Energy Shields recharge rate got nerfed by 3/4 to prevent annoying situation where a excellent energy shield regenerates faster than the travel time of a bullet, to compensate its capacity has been raised to 300 from 200. The Stetchkin pistol has had its fire speed buffed immensely and its now an extremely robust sidearm that makes the vanilla pistol pale in comparison. The Bulldog is still the same while the C20 and the M90 are now more along the lines of actual rifles, with robust base medium and short distance hit chances. The normal Energy will no longer one-hit unarmored targets in the torso but can still amputate unarmored limbs while the double energysword will just about remove anything that isn't wearing decent body armor. L6 also had some minor accuracy buffs but that's about it.

Awesome, glad to finnaly test these out! Do you know if you'll port the syndie hardsuits over to A16 too? I'd love those in the game again!
