Austria-Hungary - for VANILLA CIV5

Description
This Mod adds the Civilization of Austria-Hungary with Emperor Franz-Joseph as its leader.

IMPORTANT: this version is for VANILLA CIV 5!!!

There is another version for the NiGHTS mod!

Special thanks also to zjb, as I use the Hussar graphics from his Polish Empire Mod.

UA (trait): Cultural Heritage: Cities generate +1 culture per turn, and Great People are generated +30% faster in their capital.
UU: Hungarian Hussar, attack bonus against wounded units, less disadvantages then Cavalry
UB: Vienna Court Opera, +6 culture, +10% culture, 2 happiness

UPDATE
v4: balancing issues, UA and UB adjusted
V3: bugs corrected (it was possible to build palace twice)
v2: unit graphics for Hussar now displayed correctly

Requires latest version of CIV 5 (1.0.1.705)

@ NCR Master Race Osterreich means eastern empire, but also refers to Austria.

"Österreich" is "Austrian" in German.

Problem with this, don't get the +3 culture in capital for social policy. I should be getting 7, but I getting 4 (3 building, 1 trait).
