Yeah, I think it's referencing the fact that most people are so absorbed in their own problems they don't have time to think about anyone else's. When I was young my mother often used to talk about "nosy neighbours". That was a thing back then, when most people didn't have TVs or much to do in their spare time. I think that explains the popularity of TV soaps where you can spy on your TV "neighbours" (one is literally called that). But now that's we're living in computer world everyone's too busy checking Facebook to worry about what their neigbours are up to!
