Hediffs_dizzied.xml
I had to replace <li><compClass>HediffComp_Disappears</compClass> with
<li Class="HediffCompProperties_Disappears">, which is the way this is handled in A16.
Also, I doubled <disappearsAfterTicks> from 1800 to 3600, because 1800 seemed almost too short to be of any practical use.
Further, the <bleeding> tags had to be replaced with <bleedRate>. (This is another A16 change.)
Anesthetic_cloth.xml
I added <Mass>0.65</Mass> to the <statBases> tags in the <defName> Anesthetic_cloth. (This is the total mass of 25 units of Cloth.) Also, I reduced <Cloth> to 25 because 50 seemed excessive for a simple anesthetic handkerchief. For instance, to make a tuque or cowboy hat only requires 25 fabric. It's only the larger apparel like pants and shirts that require 50 fabric (and much of that is wasted, I bet).
In my testing, these changes work.
