Treebalance - Heavy Armor Tree

Description
Heavy Armor's perk tree mixed its defense and utility perks together and required some odd prerequisites. This is a small change to that.

- Fists of Steel's requirement was dropped to 20 to make it available earlier for unarmed builds, and those who do not wish to use unarmed no longer have to spend a perk on it to unlock anything else.

- Cushioned's requirement dropped to 30 to get it out of the way sooner. Its effect was changed from -50% fall damage to -95% fall damage. You'll still need Ethereal Visage to jump off a mountain, but Cushioned should at least be useful now.

- Tower of Strength was moved to the other side of the tree (between Cushioned and Conditioning) and I've included a bugfix so it actually does something. It now correctly gives you a 50% chance to ignore stagger. I've also included a fix for Force Without Effort so that it drops stagger chance and stacks with Tower of Strength.

- Matching Set was corrected to give a 25% bonus as it reports (it was erroneously giving 20%) and now works with ebony armor sets as well. It also no longer requires a helmet.

- Reflect Blows now requires a heavy armor chest piece and no light armor. Cushioned requires heavy armor boots and no light armor. Well Fitted no longer requires a helmet.

If you could, add in a fix for Fists of Steel. I am pretty sure that it states that it relies off the stated Armor value of guantlets, but it only checks the base value of the gauntlets, ignoring Heavy Armor skill, smithing increases, and perk bonuses. If you can confirm or deny this, and fix this if it is, then the unarmed community would be grateful! ^^ Also, maybe add unarmed to light armor, if you ever balence it... Call it Swift Swing or something.

im not sure if anyone else is having this problem but i still have to spend a perk point on fists of steel to get to insulated for some reason is there anyway to fix this?

hi is there a way to add unarmed to light armor allwaz felt left out. i love useing light armor & hated that you never get benafit from light armor ween useing unarmed.

I like the no helm thing so i can wear a dragon priest mask with it and still get the bonus

Very nice mod, thanks - working well. I like that it doesn't require helmets since many of us often prefer to go without one.

oh man this would be better without that light armor limitation u have there i really like to mix both light and heavy armors so this inst of much use to me.

This doesn't really do much because much of it can be aquired with console commands, and in the long run, armor will still max out anyway. Now if you could remove that "no light armor" rule, that would allow us to better customize our sets.
