Obtain spheres to activate the central elevator
Frequent game saves recommended (F6 quicksave, F7 quickload)

Spheres now drop outside the chambers

The Water to clean off the gels in the Top Right room has no portal surface underneath it so it's impossible to use.
You can use the Laser Redirection Cubes from the Bottom Left Room to place in the Pedestal Buttons in the Bottom Right room. I'd just include an emancipation grid for one or both rooms like the two for the top rooms.
