Earlier Expansionism Diplomacy Penalties

Description
This mod lowers the Imperium threshold for the "Expansionism" diplomatic debuff to start kicking in. It now kicks in at Imperium level 2 (-5) and scales to (-120) at Imperium level 8. This brings it more in-line with "Total War: Attila" and should make for some slightly more challenging and dynamic diplomatic situations.

Affects both player and AI.

Compatability: Everything that doesn't alter this exact penalty.

Dude I think you should rename this mod to "Rescaled Exp. Penalty", I was looking for a mod that rescales the penalty for lower levels and it wa sjust by chance that I said "Let's try this one, probably doesn't work but worth a try". A lot of people would probably use this mod if you'd state more clearly what exactly it does! Anyway, glad I found it, thanks a lot.
