@Aquasert Morea is independent because the Emperor's might didn't extend beyond Constantinople itself in the latter years of the Empire.

Hey guys! I love your mod, but as a fan of Byzantium I have some problems with it in the later stages of the game.
I don’t really understand and I don’t really like that in the scenarios after 1204, Byzantium has so few claims to its possessions, it’s not very clear why Morea, even in 1444, is independent and not a vassal or pronia, and the lack of unique events for late Byzantium is upsetting, just like tasks that are more relevant for post-Manzikert.
I really hope, although I doubt that you will ever fix this.

I wanted to play Burgundy on the date of 1337, and the missions asked me to choose a level two government reform but this one doesn't exist, for example, it's a real problem and I tested the others country, we cannot skip government reforms if we have not taken the previous ones, which blocks us in this area.
