According to his reasons, "replenishment" of armies is not historical. Yeah, that's bullsh1t. Troop replenishment is very historical and was present all throughout the ancient world, yet here it is now disabled, doesn't work even when your armies are garrisoned in provincial capitals, and the recruitment of troops is also ridiculously long. Agents are also extremely nerfed to where champions can't even be used anymore for military training, nor most others, and the army marching types as well as the edicts have been altered and made substantially worse.
