Report a translation problem
If you don't subscribe to a prop that is used by a workshop asset, it won't appear in your game. Still the asset works fine without it. If you use "Loading screen mod", it will tell you that a prop is missing, but that's no problem at all.
Other than that, you can change assets on your own in the asset editor, that the game provides. I do that all the time, if the appearance/props don't please my taste.
How do you remove the chevrons? Why are the ugly things there in the first place?

Hope this isn't too much of a bummer thing to read but wanted to let you know since no one seemed to be 100% sure if the DLC was required or not.
Since, as Elias says in earlier comments, the asset is generic to the game as a Unique Building, so is made by Colossal Order, you would probably have to address questions about the appearance of the water to the Colossal Order staff to get an answer.
you can change that in asset editor. that is the game's standard tool to redecorate assets and change its footprintsize and so on.
