Oxford World Wonder

Description
This Mod recognises that there are two national wonders for Science: National College and Oxford University. As there is only one Oxford University, this mod turns it into a World Wonder instead.

This in turn is intended to increase strategic importance of technological decisions made by Civs where everyone is no longer entitled to a free Tech with Oxford.

Oxford no longer provides culture per turn, but instead grants a Great Writer.

Been using this mod for a while now and I like it a lot. Only thing I tweaked was deleting the +1 Happiness it gets from Universal Healthcare (since it's no longer a National Wonder). Good mod though!
