Introduction
The Bureau: XCOM Declassified suffers from a major issue with it's implementation of Nvidia's PhysX Software. To fix framerate issues surrounding it, here's how.
HOW TO FIX
You want to take the PhysXCore.dll file found in the NVIDIA Corporation folder you probably have.

This is the path it should take to go there:

Let's go step by step!

  • First, go to c:\Program Files (x86)\NVIDIA Corporation\PhysX\Engine\6FE164B5308A\. Copy the PhysXCore.dll file! If you want to easily find it, copy the shortcut (bolded), and put it in the search bar on Windows Explorer. Kinda simple.

  • Next, go to c:\Program Files (x86)\Steam\SteamApps\common\The Bureau\Binaries\Win32\. Paste the PhysXCore.dll file in there!
  • It will now tell you that there's already a PhysXCore file in there. Replace it, and it should be fixed!

Alternatively, simply turning off the PhysX video features works, especially if your computer isn't able to handle about (half a decade) old physics.[/u]
That wasn't so hard, huh?
There we go! Now enjoy zapping aliens and avoiding mediocrity at a comfortable framerate! Game on!

what can i do if i have AMD R7 350? i tried everything, and only get 10-15 fps everything low no physx, no reflections.

12GB but i have large number of applications open, so as i said, it would make sense if that was the cause.

It might be an issue because i'm running the game at 1440p.

what is your RAM? The game came out in 2013. If you're dealing with issues still turn off the PhysX features in-game.

Huh, strange.
I already did this because the game kept crashing, but still getting sub 20FPS at times with an i7 and GTX970.

Maybe i'm running low of ram (Giving what i have open, it makes sense.) so maybe that's the problem.

naw, I don't have this problem xd!

If you don't have a nvidia driver/nvidia graphics cards then I'm not too sure. I dunno if PhysX can be used by all types of cards anyways

Do I need to do this if I only have an AMD card?
