Fix (Windows 10 x64):
Right-click the speaker on your task bar and select "Sounds"
Select the "Playback" tab
Select your defaulted speaker and click "Properties"
Select "Advanced" tab
Under "Signal Enhancements" un-check the box for "enable audio enhancements"
I am using the on-board audio for a B550-E, hopefully this helps others as I did not find this solution anywhere and tried every solution the internet had to offer for this.
-Game can't stay at 60 (running on i7 1070 32ram) it doesn't matter if is 1080 or 4k I get the same frames on the same places.
-I tried some recommended configurations on nvidia panel that I found on another thread, can't say to what extent they work, I only noticed a difference after framepacer removal.
-Only decent way to play it is at 30fps... at least at 4k is an improvement over the ps3 version.
