How to lock framerate to 60FPS

In Fallout 4, the entire game will be faster above 60FPS since the game engine speed is tied to frame-rate. That is why it is highly recommended to lock the framerate at 60FPS for a normal Fallout 4 experience. This guide will explain how to do it.

Introduction
So, probably a lot of people are aware of that, the Creation Engine (Skyrim and Fallout 4) is NOT made to be played above 60FPS (thank you Bethesda!) In Skyrim, the physic of the game was getting completely crazy above 60FPS and in Fallout 4 the entire game will be faster above 60FPS since the game engine speed is tied to framerate :


That is why it is Highly recommended to lock framerate to 60 for a normal Fallout 4 experience.
Locking framerate with V-Sync on
This is the easiest way to lock the frame-rate is by letting the game itself locking it to 60FPS with V-Sync (Enabled by default).
You can also use Nvidia or ATI V-Sync by enabling it in the Nvidia Control Panel or Ati Catalyst Control Center.

Note : If your game doesn't run @60fps with V-Sync you might want to take a look in your Fallout4Prefs.ini located here : C:\Users\<username>\Documents\My Games\Fallout4 and be sure that "iPresentInterval=" is set to 1.
Also, for those using a 120hz / 144hz monitor, you might want to decrease your refresh rate to 60hz for this game.
Locking framerate with V-Sync off
If you are using a 144hz monitor (which make the framerate being locked at 144fps) like me and hate the V-Sync's input lag but still want to lock your game @60fps, this is the part you are looking for !

-First of all, go in C:\Users\<username>\Documents\My Games\Fallout4 and make sure that iPresentInterval= is set to 0 ( iPresentInterval=0 ) in Fallout4Prefs.ini and Fallout4.ini.

-Then, we will use a software to manually lock the framerate to 60fps (you are of course free to lock it to 70fps, 80fps... But like I said in the intro, the game will be faster).
Download and instal RTSS (Rivatuner Statistics Server)[www.guru3d.com] (make sure do download the latest version.)

-Once the installation is complete, launch Rivatuner Statistics Server, check your traybar if it doesn't pop-up on screen, the icon should looks like that :


-Then once it's open, click on the cross in the bottom left

and add Fallout4.exe normally located here : C:\ProgramFiles\Steam\steamapps\common\Fallout 4

-Set the application detection level to medium or high (if set to low, RTSS will probably not detect the game, I set it to high to be sure.)
And set Framerate limit to 60 (Once more, you are free to lock the framerate to 70,80 etc... But that's something I do not recommend at all !)


-From now you should be good to go ! All you have to do is minimize RTSS and launch the game ! Don't worry if the framerate isn't locked as soon as you launch the game, it can take a few seconds before Rivatuner locks it.

Note : Rivatuner must be running every-time you'll play Fallout 4
That's all !
That's all ! Now you should be able to run Fallout 4 at 60fps and at normal speed !

I'm dealing with this issue I thought I had a corrupt file or something a friend figured it out before I seen this I still dont know how to cap it at 60 though.

@Lichdom steps change if you have nvidia or amd, i think thats why a 3rd party app is a common denominator in this kind of tutorials.

Nope not using it.
Instructions for how to do it without installing 3rd party software is the way to go. I hate when people give instructions to 3rd party software. But hey if you don't mind giving people your information for free and possibly suffering for it later go ahead and do it.

Once I changed some ini files and I instantly got 70+ fps but the game felt the same.

This can be done in FULLSCREEN for better performance by using the base ENB package with frame limiter and memory allocation tweaks.
