For listening this signal, you must activate the radio tower 3SM-U81 situated in the north of the map.(Wich also lead to another radio signal you'll find on the road, so do this one first.)

Location of the Boat.

The path is very straight forward, follow the river and you'll find the boat. That's it !
You can also find the bunker (the other radio signal) on your way.
