Once you do that turning that modification into a mod will be easy and a simple google search and following a guide on a wiki will help you achieve that as it did for me.
In terms of modding this game, it is not as hard as you might think since Paradox has pretty much written the code in English so any modder can find and quickly enable or disable a part of the game as they see fit.
It only starts to get complicated when you want to add something to the game like a new event tree.
The hardest part would be looking for it in the game files.
I mean this mod I made just changes 1 number and a few words in 2000 text files in a folder. It took me maybe 10 minutes to make the changes to the mod, the rest of my time was spent trying to make the mod appear on the workshop correctly, which is trivial if you know what to do.
An alternative to your wish would be to make every holding at the start of game (empty or not) to be a village or a temple. (which I know how to do that)
If that fails you can always settle with hard coding in a world where every holding is either a tribe or a temple. (Which is something I could easily tell you how to do)
I have come to my senses and realized how easy it was to :update" this mod without Trevor updating his.
Unfortunately I had to make a new one so you and the other 226 subscribers will have to resubscribe to that one for the updated version.
I have no clue why this is happening since I was capable of updating "7 holdings" just fine, but I am not capable of updating the other two versions at all.
My best guess is that I can not update these other two mods because they have not been touched in years so they are running on outdated code and their original files were lost over the years.
