Component - Dummy Civilization

Description
This mod introduces a dummy Civilization which i've called the "Nomadic Peoples" for convenience. They are fairly unremarkable, and in fact, cannot be selected for play by either the human player nor the AI.

Instead, this mod ensures that the dummy Civilization is always present in-game at player id 21 (but dead; it will never have a starting settler or units). If player id 21 is in use by an existing player, that slot is taken over and the starting units killed off.

A known Civilization at id 21 can then referenced and be reused by various other mods - one such example might be a refugee mechanic. You must override their Leader, City List and various other pieces of Civilization data.

Known Issues/Bugs

The Nomads do not have a city list. This is intentional.

The Nomads will have either a blank or nonexistent leader screen until you reload a save-game. It will have a blank screen if the Civilization did not previously exist; it will display the incorrect leader if the Civilization was overriden.

You may see a warning about an cultural victory/tourism, because the Nomads are an actual player on the world stage. They also may have a small delegation in the World Congress, but as they will have no starting city, no income and no science, they should not be at risk of winning the game diplomatically, culturally or scientifically.

This mod does not appear to play nicely with the Community Patch DLL. It will unload itself if it detects CBP or WHoward's DLL changes.

This mod is NO LONGER NEEDED for Barbarians Evolved.

I'm leaving it on the workshop because a) it has a small number of subscribers, and b) some other modmaker might decide to use it. Or they might not.

But if you have this installed for Barbarians Evolved, as of version 3, you can unsubscribe safely. Barbarians Evolved has it's own mechanism for city liberation now.

Ok, I think I understand what this mod does, but I don't see the benifits for adding gameplay to players or how it would help modders.

OP, this is a wonderful mod that could help many folks, I greatly appreciate your efforts. I'm not a modder myself, so I won't be directly making use of it; but I hope it brings many new opportunities to the modding community!

Well it's for other modders to use if they want. By itself this mod visibly does nothing to your game (except remove the 22nd player if you have that many in-game).
