Adds Palace of the Soviets to Civilization V

Comes as Economic and Diplomatic booster for Order civilizations

The Palace of the Soviets was a project to construct an administrative center and a congress hall in Moscow, Russia, near the Kremlin, on the site of the demolished Cathedral of Christ the Saviour.

Requires Order .
Provides 2 delegates to Wold Congress
Yields +6 Gold and +6 Culture
+ 60% Gold.

Bit op, but seeing as it comes late in the game it doesn't make that much of an impact.

I too think this "Volkshalle" could be the "superwonder" for autocracy, I think it might increase regard amongst the others by 50% and the empire would enter a golden age.
Also, if it is possible, this wonder would come available only after you´ve defeated 50% of your opponents.
