Report a translation problem
It could be a few things. Do you have water in the regular part of the map? I found that the real-time reflections in the 3D skybox were somehow related to the water in the regular map. So, if you have water in your 1:1 world which is in a dark room, your 1:16 world will see the same reflections.
Alternatively, simply try another water texture, or make your own.
If neither of those work, I don't have any other ideas sorry.
