The Dominion of Men is set during the Fourth Age of Tolkien’s Middle-earth. It is based solidly upon the lore of The Lord of the Rings books and associated official works, but is set three-and-a-half centuries after the end of the War of the Ring. Themed around a little-known (and unfinished) story by J.R.R. Tolkien entitled The New Shadow, the modification focuses upon the rise of a dark cult among the Mannish peoples during the Fourth Age of Middle-earth.

The Reunited Kingdom of Gondor and Arnor was reforged by King Elessar, or Aragorn II, in TA 3019. Its capital in the North is Annúminas, and in the South, Minas Anor (formerly Minas Tirith). At the beginning of the Fourth Age the Reunited Kingdom included all the lands of Gondor and Arnor. King Elessar was also overlord of the City-kingdom of Dale. After the death of Eldarion, Aragorn II's son, the Reunited Kingdom began to weaken as a political entity and friendly rivals such as Dale began to expand. Today, over three-and-a-half centuries into the Fourth Age, the House of Telcontar is split, with the lands of Mordor and eastern Arnor lost to the self-proclaimed Kingdom of Adûnabâr. The Reunited Kingdom's Fleet is weak from naval engagements with Corsair ships, and Gondor's southern borders are threatened by the Haradrim. The people of the Reunited Kingdom of Gondor and Arnor hold true to their Dúnedanic culture.

Big Fix

Cultural integration is now restricted strictly within culture groups—even for the AI—ensuring more grounded expansion. The legion system has also been reworked: no more infinite AI legions, with hard caps now enforced across the board.

Each race features unique buildings and distinct playstyles, set against an overhauled map with custom LOTR-inspired graphics, a fully reworked soundtrack, and extensive tweaks to seamlessly adapt the 1066 start date into the Fourth Age of Middle-earth

tyranny stability ruler popularity war exhaustion affected integration speed and subjected opinion you need 350 opinion to annexes subjected gifts have no limit so you can use it as much as you want and improve relations are more expensive

Buildings

All building have been changed they work on trade offs negative effects and positive ones for example you build 5 tax offices which give well tax but they give negative happiness food and unrest so to support this you need farm settlements building s and temples and forts for the happiness and unrest

Governor policies

All have been changed and are now very powerful

Pops

Nobles

Nobles are very important not only technology pop promotion and demotion and positive unrest but effected the output of all the pops in the city there in

Citizens

Citizens give good pop happiness and unrest and buildings cost less now they give tax but also effect the tax of all the other pops

Freeman

Freemen is were you get most of you man power and give a percent to local defensive for forts
Slaves

Slaves give your primary sources of food and generate pop growth and negative unrest they give a small amount of tax but if you have citizens with them they generate a lot more

Trade

Trade does not come from pops but ports markets and how many city you have and investments all trade goods have been changed giving new Provence buff and national ones

Technology

The max efficiency is lower for lower rank nations and a lot higher for the bigger ones this stops smaller nations from going to far ahead also the behead the times state is high so no nation falls to far behead with the others and the max ahead of time you can get is 200 years invention now cost ten but the main focus is the tec tables they give good buffs which means the more ahead you are the better your country

Food

settlements give alot of slave output and the settlement builds do to but slaves in city's generates a lot less food and city building eat a lot of food so you can no longer put all your pops in the city you must have them in the settlements to support them

Stability

Stability gives buffs to all most everything in your nation but to invest in stability cost a lot of tax and trade
but the main feature is political influence your not meant to have it maxed all the time but you can if you want
its also good for emergence like if you have just expand to fast and you need aggressive expansion down

War exhaustion

this now gives many debuffs like discipline land morale and other nasty stuff the best way to combat is Stability and devotio now devotio costs a lot of trade and tax and it scales so it becomes very expensive for a long war

Aggressive expansion

The high Aggressive expansion is now 30 now Aggressive expansion gives war exhaustion unrest and negative happiness for wrong pops again the best way to combat is devotio and Stability but if you have a claim on a Provence you get no Aggressive expansion

Tyranny

The main way to generate tyranny is to devotio the effects are tax trade and character loyalty

Investments

you can now only have 10 per area and are very powerful

Integrating cultures

for each Integrating culture you get a tax and trade debuff and as there being integrated also a tax and trade debuff so now you have to pick your cultures wisely

Economic polices

have all been changed and are very powerful so check them out

Generic missions

when you start a mission there a remove button if you click it before any other button you can finish the mission with out the penalty so you can pic another one to you liking

War

when at war war exhaustion unrest and tax and trade get a debuff
when at peace you get good buffs like war exhaustion max war exhaustion 25 tax trade

Naves

They are a lot cheaper in my testing making the ai invade a lot more
