To explain for others, as seen with two confused gentlemen below
This mutator basically make that if a team won at the end of the Battle without capturing all the point, i.e Battle Mode where you killed off all the enemy's point but haven't captured all their point yet. Then in the end the flags capture radius will increased significantly, making the winning team have easier time to capture the rest of the points without having to trek 9 ravenilion miles to capture a bumfuck flag
