Domination Spell+Unit Rebalance

This is a Domination Tournament Balance Mod. Nerfs are only applied to units/factions that are usually banned or restricted. Buffs are for letting previously unused units/spells to finally see play.

The number 1 goal is to stay close to the current tournament balance while adding in more build diversity. Faction balancing is not a priority. It's important ofc but I'm only 1 person and I can't safely tune all factions without breaking balance.

Some spells are getting some huge buffs. This is a test to see how much of a buff is needed to be viable. But the end goal is to get all spells to the same usability as flock of doom/melkoths.
