Introduction to R&D History：
The ND2 diesel-electric locomotive, specifically the 060 DA model, was designed and manufactured by Electroputere S.A. in the Socialist Republic of Romania. Beginning in 1972, a total of 50 such locomotives were imported to socialist China. This transaction originated from early 1970s when Romania suffered catastrophic floods, prompting China - as a fellow socialist nation - to provide a long-term interest-free loan of US$50 million through a bilateral agreement. Romania reciprocated by exporting industrial products through barter trade to repay this aid, including the 060 DA locomotives.Initial testing of locomotives numbered 0001 and 0002 in China revealed insufficient cooling efficiency under high-power operations, a flaw that persisted despite Romanian modifications (attributed to the locomotives' deployment in southern China). Apart from this thermal management issue, the locomotives demonstrated reliable performance with no other operational defects, featuring user-friendly controls and stable running conditions.Subsequent modifications were implemented to adapt to Chinese railway specifications: bilateral cab doors were added and the control console was relocated to the left side. Later, China ordered an additional 234 units. Notably, 88 of these underwent conversion into shunting locomotives between 1985 and subsequent years to address growing transportation demands that surpassed the capacity of existing 2,000-horsepower passenger locomotives. These adapted units featured an external walkway design, modified bogies, and adjusted gear transmission ratios. Redesignated as ND3 diesel-electric locomotives in China, they became part of the nation's railway fleet.
