Projectile Evasion

Description
Enable pawns to evade projectiles by melee dodge chance.
Due to the bullets in rimworld being as slow as arrows, so they were able to react like The Matrix.
I confess that is ridiculous.

@Itsuko I forget which mods, but I've seen multiple with melee dodge chance genes if you have biotech. Have to look into how to do so without mods for fun

In fact, most characters do not have much melee dodge chance. Before level 5 melee, it was 0%, and after being injured and reducing stats, it will be even lower. And in level 20 melee, it is only 30%. If you have no other trait or effects, you need level 60 melee to get 50% melee dodge chance. That's hard.

@ghksl123123 No, and that's how the vanilla dodge chance works. For example, if you have 50% melee hit chance and an enemy has 30% melee dodge chance, your actual hit chance is not 20%, but 50% * (100% -30%) = 35%.

I guess because ce doesn't use hitflags, they just hit everything they touched.
