Purchase Production with Gold

Added a button to the city panel that allows human players to use gold to purchase the progress of current production project. This includes units, buildings (including wonders), districts, and projects.

The default gold conversion efficiency is set to 0.25. If you have subscribed to PhantomJ_M's DLL Expansion, the gold conversion efficiency will benefit from modifiers from sources like district buildings, policy cards, and leader/civilization abilities. (This is optional and can be selected based on personal preference.)
