That is an amazing question.
As we only have the "rights" over our Add-On mods for the already existing Half-Rim 2, we are only able to combine that. We can not combine Half-Rim 2 and all other Half Life mods in one big mod, as that would potentially make their creators justifiably mad.
However, if you are interested in a Half-Life orientated gameplay, you can check out the above linked mod collection, which includes a set of Half-Life mods and their dependencies. In addition to that you could download mods like "Genes+" or Vanilla Expanded Races to make your own *real* combine soldiers with a more advanced selection than what Half-Rim 2 offers on pre-sets.
