[OBSOLETE] B42 Empty Welding Torch Refill Fix

Description
THIS MOD IS OBSOLETE AS OF BUILD 42.1.0

This mod fixes the "Refill Welding Torch" recipe to allow empty welding torches to be refilled properly

This mod does NOT affect the amount of propane held by the torch, nor does it change the behavior of the torch or welding in any other way.
