This mod, LEU, (formerly MEW, Movement Enactment Workaround) gives the player a decision that gives every country the ability to start almost all enactments by giving a base enactment chance of 1% in general.

Once the mod is properly installed, go to the Journal tab (F10), you should see a new decision beneath all the active journal entries (MEW_starter)

Activate this new decision.

You can uninstall this mod without any other action, but it is recommended that you use the MEW_ender decision before you do, to keep your save file clean!

Back in 1.8.0~1.8.3, a political movement by itself erroneously does not allow for the start of law enactment and this mod was originally made as a workaround for that.
