Description
Compatible with 1.8.*. LEU adds a decision that allows most law enactment to start even without any initial support.
Can be installed mid-game.
Compatible with VTM
Affects everyone, AIs included.
Works for all languages

Law Enactment Unlocker
This mod, LEU, (formerly MEW, Movement Enactment Workaround) gives the player a decision that gives every country the ability to start almost all enactments by giving a base enactment chance of 1% in general.

Instructions
Once the mod is properly installed, go to the Journal tab (F10), you should see a new decision beneath all the active journal entries (MEW_starter)

Activate this new decision.

You can uninstall this mod without any other action, but it is recommended that you use the MEW_ender decision before you do, to keep your save file clean!

Note
Back in 1.8.0~1.8.3, a political movement by itself erroneously does not allow for the start of law enactment and this mod was originally made as a workaround for that.

Could you possibly add a localization to it? Seeing string names around always makes me thing something is bugged.

I think my issue with the voting law enactment from the home rule JE as the EIC is related to the bug fixed by this mod. Even if britain gives the go ahead, so if theres 0 enactment chance the law enactment surely it would auto fail.
