Circuit breaker rework

Description
A bunch of tweaks for the Blues' Circuit Breaker mod.

A brief list of features
- New textures for the circuit breaker, drawn by yours truly.

- Replaced the simple placeholder text of the mod with some proper descriptions explaining the function of the circuit breaker.

- The circuit breaker is now unlocked with a new research project instead of being unlocked with machining.

- Tweaked the relative costs of circuit breakers and power switches.

Recommended mods

Underground Zzzts - Allows all wires to short circuit, preventing you from cheesing the system by exclusively building underground conduits.

Just wanted to leave a comment, I use Semi-Random Research (forked) and research projects that just end with no progress to another project suck.

Because it becomes a project I pick to reduce my pool of options instead of something I need to get to a later tech.
