Makes sense, Plus with the upcoming 4.0 update I bet there will be further things to update anyways.
I am pleased that you have also taken up this task. I've probably been an "observer" about a hundred times already, and I know about it. I'm going to solve these problems, but now I'm very tired of working on this mod, I can't find the strength to finish localization and upload a small but important update. Also, these are the last six months of undergraduate studies, which takes a lot of time, and the upcoming major update as well.
When I re balance the economy (which is doable with excess mineral subject taxes). The run it in Observer Mode the Imperium of Man curbstomps the galaxy. Though interestingly hardly creates armies for some reason. (im guessing that there subjects end up taking planets instead). Either way the Imperium does integrate its subjects later on.
I think this should be addressed as the Imperium of Man is SEVERELY handicapped without a proper economic setup. No problem for a human player, but the AI cannot handle it or has the ability to demolish,rebuild, and resettle to properly rebalance the economy.
