Description
Adds city-states to the game which are minor versions of full civilizations!

Become suzerain of these city-states and claim these civs' abilities for your own! Often you will claim all or part of a full civilization's unique ability. Other times, you will gain access to that civ's unique improvement or building.

See the images above for a full list of the types and suzerain bonuses of each of these new city-states!

NOTE: In order for the full civs and their city-state equivalents to be mutually exclusive, several front end files must be edited:
- AdvancedSetup.lua
- CityStatePicker.lua
- PlayerSetupLogic.lua
- StagingRoom.lua
Any other mods that make changes to these files may not be compatible with this one!

Additionally, due to the way mutual exclusivity is done here, this mod preselects all human and AI major civs. This means that even if you choose Random for all players, restarting from the in game menu will keep all player civs the same as they were before; city-states may still change depending on the availability of city-states selected.

Hey, I know I mentioned it on the bug report thread, but now that I finally got my game mostly fixed, and apologized for blaming you, I’d like to make it official.

I’d love to see patches for some of Gedemo and Strudeler’s mods. And maybe JFD’s Italy and Chile mods as well.

Update is out and the error is resolved in this mod, although the error originated in Steel and Thunder.

Just tried it, you're right that they do not work together, however according to the error I received they shouldn't have worked together for a long time anyway. The error I see is that I try to attach civ unique units to the corresponding city-states but for some reason Steel and Thunder Unique Units deletes some of those units entirely. I can rework the code to work around this - I intend to do a minor update tonight, so stay tuned.

I can't imagine why that would be the case. What do you mean by "it doesn't work?"
I have noticed after the recent update that the mod now doesnt work with steel and thunder UU anymore

I thought the Second Unique Infrastructure would be the best mod this year for me, but this mod can be a good opponent.

Issue should be fixed. I neglected to include a requirement checking for Boom's Assyria before loading the relevant content.
