No Water Raids

Description
The odds of raiders emerging from water are reduced to 0.0

As if any of them could swim

To check if the mod is working:

Enable developer mode

Start a dev quicktest

Go to the dev menu, -> output, -> raid arrive mode -> pick any

The displayed EmergeFromWater row should read 0% on all columns. If not, something is making this mod not work properly, or it's not loaded.

Compatibility

Will likely not work properly with other mods that target water raids

@creepjax Who are they exactly? Are any of the other strategies available at your current wealth level?

the value's are 0 but they are still arriving from the water
