The point is to give you balance for PDC / Artillery Battery coverage if you want to swap between heavy bombardment or skirmish mode. You'd likely have the foredeck clear of PDCs if you were using heavy artillery etc. and vice-versa you may have the port and stbd gun placements cleared if you were using plasma cannons on the sides since they're Line-of-site weapons.
All in all the ship has a great design for a large battle cruiser and I quite like the format.
As for the Offensive armament, there is not nearly enough CPU power for them the gun holes are made for heavy weapons which require a gigantic amount of CPU power, once again this is not possible in RE2 you cant stack up CPU, i ended up closing them with combat steel and used some torpedo launchers instead, theres not much of a choice.
