Overview
If you Google "How to download older versions of a game on Steam" you'll get a number of good guides on how to do this.

Basically:
1) Disable automatic updates on the game in Steam
2) Backup your game and settings
3) Log into SteamDB.info website with your steam account
4) Find the identification for the version you want to download
5) Download the old version in the Steam Console
6) Play the game
Detailed description
1) Disable automatic updates on the game in Steam.
This needs to be done otherwise your older version will automatically be upgraded to the newest version every time...

2) Backup your game and settings
Default place for these directories is ~/AppData/Local/SCUM
After backing up, delete the original folders to not have any conflicts.

Remember that if you play an older version of the game, your save file will also be for that version and (probably) not be compatible with the newest version of the game.

3) Log into SteamDB.info website with your steam account
All the published versions for the game are available on the official Steam Database website. We'll need to log into it using our Steam ID to find the Identifications for the version we want to download.

Open your favourite browser and go to https://SteamDB.info
Log into this website with your steam ID and password.

4) Find the identification for the version you want to download
In SteamDB, we need to look up 3 things:
  • The "App ID" for the game. For SCUM this is 513710
  • The "Depot ID" which identifies the correct Depot. For installing SCUM this is 513711 ('Windows 64-bit SCUM content')
  • The "Manifest ID" which identifies the correct version.

To do this, follow these easy steps:
  1. Find SCUM game and go to the "Depots" tab (left)
  2. Open the branch "public"
  3. Note the "Depot ID" (513711) and click on the "Manifest ID"
  4. This shows the content of the latest 'version' of the game.
  5. On the left, click on the tab "Manifests", this shows the entire history of versions.
  6. Find the version you want to download based on the date it was published

To find the correct manifest_ID for your version, you need the date on which this version was published in Steam.
Luckily, SCUM has a history of 'Activity' messages in Steam that goes way back. Simply start scrolling and note the date your favourite version was released.
(For example, if you want the latest patch for version 0.75, that was published on 28 october 2022, the Manifest ID is 6908815780699216217)

5) Download the old version in the Steam Console
Now that we have all the IDs, we need to open the Steam Console to download it.
Easiest way to do this is hit Win+R and type steam://nav/console and hit enter.

In the console, enter the following text (be sure to replace <manifest_ID> with the actual Manifest ID you found earlier) and hit enter. This will start the download.
download_depot 513710 513711 <manifest_ID>

So, for the example where we want to dowload the latest patch of v0.75, the download command becomes:
download_depot 513710 513711 6908815780699216217

IMPORTANT: this will always download to the default Steam downloads directory on your C: drive (it does not take any customized Steam library location into account). Make sure you have either enough space (about 80GB), or make a Junction Point to another disk that has enough space... (see https://wiki.fireundubh.com/steam-console for an example for another game)
Mind you, there is very little feedback in this console. No progress will be shown! It basically will only tell you when everything is done downloading.

6) Play the game
Once the download is done, simply start the game by double-clicking the "SCUM_Launcher.exe" you just downloaded. (don't start from within Steam, as this will likely trigger an update...)
