Desperate Fix
I have been experiencing heavy stuttering with heavy fps drops on my RTX3080ti when looking/moving around which made the game literally unplayable.
I messed around with graphic settings, steam start commands and graphic drivers but it didn't bring any improvments even in very low resolutions.

Just by chance I discovered that stopping my password manager app "Sticky password" (specifically the subprocess "spUIAManager.exe"), solved this issue completly. I assume similar processes could cause the same issue, so maybe try closing everything except for steam and the game itself.

Maybe this workaround helps somebody else.

Unfortunately the game is very CPU-bound, and unoptimized to say the least. Unless you have a good single-core CPU, the game will probably have very low 0.1% and 1% lows.

Keep in mind that I've recently moved from a Ryzen 7 5800x3d to a Ryzen 7 9800x3d and the difference is surreal. Though, I still experience a few dips as low as 70 fps 1% low on more demanding maps like Carentan, the performance is notably higher with much higher 0.1% and 1% lows, which makes the game feels butter smooth. This is specially true if you are playing on QHD or above.

FYI, I had a 3080ti and Ryzen 7 5800X3D, and was experiencing the same issue.

Moved to a 3080ti and Ryzen 7 9800X3D, and it was notably better (~20 - 30% increase in performance)
