Keep in mind that I've recently moved from a Ryzen 7 5800x3d to a Ryzen 7 9800x3d and the difference is surreal. Though, I still experience a few dips as low as 70 fps 1% low on more demanding maps like Carentan, the performance is notably higher with much higher 0.1% and 1% lows, which makes the game feels butter smooth. This is specially true if you are playing on QHD or above.
FYI, I had a 3080ti and Ryzen 7 5800X3D, and was experiencing the same issue.
Moved to a 3080ti and Ryzen 7 9800X3D, and it was notably better (~20 - 30% increase in performance)
