In other hand Grover High's Quest Bug makes me really angry and disappointing. The same issue with T5 quest, with T6 quest:(

The quality column is a general value about an "objectiv" gameplay quality of the POI. This includes of course loot possibilites. But it is not just this, it's also how unqiue the POI is or if anything else is outstanding, or as negative point, completely missing you would expect from a POI of it's tier.
Example: a simple house with nothing special in it might be good enough for a tier 1 POI but it would be super lame as tier 3 POI (compared to other tier 3 POIs where you really have some alternatives and specials like Johnnytown or book stores). Important for the quality could be also stuff like fixed loot, e.g. gas stations for free steel.
It is not related to any multiplier or any measurable ingame value (except. the count and type of loot possiblites).

I wanted to clarify the meaning of the "quality" column: it concerns the possibilities for loot (crates, chests, etc.) that exist when you first encounter the POI, correct?
It doesn't have anything to do with any modifier or multiplier that affects the actual quality of the loot itself. If a zombie were to drop a loot bag in a tier 5, quality 5 POI, that bag wouldn't have a potential for better quality contents than it would at another tier 5 but lower quality POI, yes?

you can check the available POIs in Navezgane by checking this file:

Pop-N-Pills Factory is Factory_03 and i can't find it in my file.
Do you play on a server, then it's possible the admin uses a modified navezgane map with additional POIs.
So i need an up-to-date source about this first.
From my personal experience i would say the number of new pois is rather small:
Trilogy Suites, U.S. Army Post #7, Pipeline Gas Co, Navezgane Athletics Complex, Minotaur Theater, McPherson UFO Museum, Installation Blue Ridge, Haven Hotel, Goldrush Station, Grover High, Calm Inn, Aranea Caverns and 7 Days Suites
