Also I highly recommend giving Radious a try if you never have. Almost all units from the lore are added, much better pacing and gameplay than vanilla. Its like vanilla skyrim vs 200 mods skyrim.
1. What I said previously was pointless, its not that the game thinks you are in legendary with this mod on, it was just that I had battle realism on, make sure you dont have it active
2. Ive started a campaign with the mod, noticed the -8 Public Order, disabled the mod, and now it is -4, so make sure that you dont have the mod laying around in the data folder or anything like that
It seems that it is not something that can be changed through any of the tables that I've modified, so instead of integrating it into my mod, I suggest using this mod
