Cathay Building Tweaks

Description
"Cathay Building Tweaks" adds the ability for Cathay's hero recruitment structures to increase the rank of the recruited heroes.

The modifications are as follows:
- Jade Barracks (Tier III): Hero recruit rank: +1 for Gate Masters (all provinces)
- Celestial Observatory (Tier IV): Hero recruit rank: +1 for Astromancers (all provinces)
- Celestial Beacon (Tier V): Hero recruit rank: +2 for Astromancers (all provinces)
- Mooring Tower (Tier V): Hero recruit rank: +2 for Alchemists (all provinces)

Modification also shown in the pictures.

@Captain Buck, no.
This mod stems from the feedback I had on my own Cathay campaign.
While I felt the heroes were left too far behind on their level, progressing on the campaign; I didn't feel the same way with the Lords.
